preheat oven 10 450*. Place roast in roasting pan. Cut into the roast, making slits and place the garlic into the slits. Rub beef with the oil thyme, and then pepper as desired. Roast in oven 10 minutes. Reduce oven temp to 250* and cook 20-30 minutes per pound of roast or until meat themometer reads 115*-125*
Let stand 15-20 minutes before carving.
