Activity dates on profile pages

Why does the last activity date show up on some profiles, but not others? We have checked all different kinds of situations, like whether someone is logged in as invisible (still shows) or if they're logged out. Can't seem to find a common denominator.

A member's "Last Activity" date/time is no longer viewable in their public profile by other members.

That's a shame. That's often how I used to know that folks that had gone missing were lurking, so I could find them and bring them back to the board.
