Any time I do that, I preheat the crock on high for 30 minutes (lid on so it gets relatively hot), then add the beef and 1 cup very hot water then break it up (use your hands) so it doesn't clump as it cooks. Then make sure you stir it every 15 minutes for about an hour on high before turning it down.
I make spaghetti sauce, soup and chili that way and it works fine.
