1) Are you sure your form is correct?

2) An alternative is dumbell lateral raises

3) Or you can also do Upright Rows with either Barbell or Dumbell

with dumbell:

If you do it bent over you target the rear delt.

If you do a front raise you target more of the front delt.

depending on goals...all three movements (side, lateral and rear) are recommended.
