I measure on the same day of the month (tomorrow is my day), at the same place on each body part. I don't worry about if it's exactly the right spot according to the "experts," as long as it's in the same spot I consistently measure. And I use the same tightness: not enough to pull in, but no slack. I'm more worried about tracking difference than anything else, so as long as I'm consistent with myself, I'm good.

I received a special measuring tape for measuring body parts with a scale, so that's what I use.
