I'm like a sponge, my weight can easily go up a couple of lbs even when on plan, I can usually tell when i wake up depending on how tight my rings are whether its water retention of actual weight.

It probably makes sense to adjust to under goal to see what happens, even if you lose a few lbs below you can adjust upwards later to maintenance (not that i've ever been there!)
