Fiber
I noted several times people saying that Groves counts carbs without subtracting fiber, but doesn't England and canada already list those as two seperate things (in other words, fiber wouldn't be in the carb count anyway)

I always do net carbs. To my knowledge, most deduct fiber. I only have one of Barry's books and I don't remember him addressing it. I know when my total carbs are less than 40, I fall in the 10% bracket so i guess in theory, he counts total. Does that make sense? I've had days where my total carbs were 76 grams but my fiber was over 50 (!) so my net was good but my percentage is taken off the total carbs, which was about 18% and that is over what he says. I guess you have to look at both. Keep your total less than 15% of your calories and I keep my fiber up so my net is between 20-30 grams.

I'm in Canada and the way it is listed is total carbs and then a sub category for Fibre and Sugar so that you know what kind of carbs they are
